Silva Valley Parkway/U.S. Highway 50 Interchange

El Dorado Hills, California

El Dorado County proposed the construction a new Silva Valley Parkway Interchange on U.S. 50 between the El Dorado Hills Boulevard and Latrobe Road interchange and the Bass Lake Road Interchange, near the existing Clarksville Road undercrossing within El Dorado County. This interchange was planned to accommodate the planned growth anticipated by the County’s General Plan and to accommodate commercial and residential development within the immediate areas surrounding the proposed interchange.


Foothill Associates managed and prepared Federal Clean Water Act Section 404, Federal Endangered Species Act Section 7 Consultation, Section 106 Consultation, CWA Section 401 Water Quality Certification, and California Department of Fish and Game Code Section 1600 Streambed Alteration Agreement regulatory compliance and resource assessment documentation for the proposed project.


In support of County-prepared California Environmental Quality Act documentation, as well as permitting applications and regulatory consultations, Foothill Associates conducted a biological resource assessment, focused surveys for special status plant and animal species, California red-legged frog (Rana draytonii) habitat assessment, and a Jurisdictional Delineation for the project site.


As part of Section 106 liaison responsibilities, Foothill and Ric Windmiller assisted the U.S. Army Corps of Engineers (Corps) with Tribal consultations, providing field reviews and supplemental information as requested by individual tribes. In addition, Foothill Associates and Ric Windmiller assisted the Corps through State Historic Preservation Office Section 106 Consultation and the ultimate development of a complex Memorandum of Agreement and Historic Properties Treatment Plan.
