The ±35-acre Santa Barbara Estates project site is located outside the Redding city limits in Shasta County, California. The proposed project will construct a residential development consisting of the construction of residential lots and associated infrastructure. Foothill Associates completed all regulatory permitting under Section 404 of the Clean Water Act relating to impacts to waters of the U.S. We prepared and submitted a Pre-construction Notification seeking coverage for the project under Nationwide Permit 39, including a Preserve Management Plan, Property Analysis Record, and Conservation Easement. We also updated and refined a wetland delineation that was performed by a previous consultant, which did not meet the current U.S. Army Corps of Engineers standards. Our Regulatory Specialists coordinated mitigation requirements, and prepared and submitted a Section 401 Water Quality Certification application to the California Regional Water Quality Control Board. Additionally, Foothill Associates negotiated the correction of a prior Clean Water Act violation incurred by the applicant which had stalled the project for more than two years, and provided guidance and engineering to restore the segment of jurisdictional waters in question back to pre-violation conditions.


Foothill Associates established a long-term management plan to preserve wetlands in a nearly four acre open space area in this residential development.
